Building Strong Grassroots Level Institution to
Reduce Poverty

The Sana
Kisan Summit Nepal 2014 has set goals for ensuring access to financial and
non-financial services to one million poor families through the promotion of 1000
Strong Grassroots Level Institutions spread in 70
districts of Nepal by 2025; and help the small farmers and their families to
reduce widespread and acute poverty prevailing in the rural and remote
communities. To achieve set goals actors of SFACLs’ systemic approach: Sana
Kisan Bikas Bank Ltd (SKBBL), Nepal Agricultural Central Cooperative Federation
Ltd (NACCFL) and district federations of NACCFL and Small Farmer Agriculture Cooperative
Ltd (SFACLs) committed for the following:
1.
Being
aware that financial services are often unable to reach the poorest and
marginalized section of the communities; SKBBL, NACCFL and SFACLs are dedicated
to serve most of the families residing in the operating areas of the SFACLs,
2.
Ensure
to increase the participation of women, youth and people from marginalized
communities in the management, decision making, using services SFACLs for the
socio and economic development of the members and their families,
3.
Maintain
and collect disaggregated data of members on a regular basis to ensure social
and economic inclusion,
4.
Facilitate
linkages and networking with government, donors in national and international
levels and other development partners to create enabling environment for the
poor to make increasing investment in enterprises and infrastructure, promote value chain and sustainable
livelihoods for all the members of different socio economic strata in order to
achieve inclusive economic growth,
5.
Incorporate the best practices of SFACLs
inside the country and cooperatives from across the globe to run SFACLs in the
interest of members’ and in line with the cooperative principles and values,
6.
Develop
human resources of SKBBL, NACCFL and SFACLs
to handle institutions on efficient manner, serve un-serve and underserved, and
provide qualitative services to members,
7.
Ensure
good governance and internal control in the SFACLs to provide services to
members efficient and cost effective manner in order to achieve long term sustainability and replicability of
the approach,
8.
Establishment
of cooperative insurance company owned by SKBBL, NACCFL, SFACLs other relevant
stakeholders to provide micro- insurance (micro life, health, assets and cattle)
services to members and their families to protect small farmers and poor
families from risks and vulnerabilities through the
9.
Apply
ICT to serve the underserved and un-served in rural and remote areas on
efficient and effective manner,
10.
Draft
code of conduct and ethics; adherence of code of conduct and ethics for the
effective operations of SFACLs’ systemic approach,
11.
Review
diversified products and services periodically to ensure emerging needs of the
clients are met,
12.
Ensure
application of client protection principles and social performance standards on
gradual basis to protect the interest of both institution and members.
13.
Work
in collaboration with Microfinance Summit Nepal, SACCOSs’ Summit, Global Micro
Credit Summit to the Summit’s goals, promote learning agendas and exchange best
practices,
14.
Work
with the media to expand awareness, create conducive environment and fuel
implementation of goals and action plan
15. Summit requests to:
Ministry
of Finance to allocate funds for replication of SFACL model throughout the
country, capacity building of SFACLs and conducting impact assessments and
other relevant studies in the SFACL sector,
Ministry
of Finance and National Planning Commission to include SFACLs’ systemic
approach as a homegrown and effective approach for alleviating widespread poverty
prevailing in the rural and remote communities as a priority sector of national
development program and ensure that the SFACLs’ systemic approach are used as
the conduit for the planning and implementation of various social and economic
development activities in the deprived communities,
Ministry
of Agricultural Development to include SFACLs’ systemic approach to implement agriculture
related livelihood activities and to professionalize and modernize agriculture
sector,
Ministry
of Cooperative and Poverty Alleviation and Department of Cooperatives to take
necessary initiatives to amend the existing cooperative Act, Rules and
regulations to make them friendly for the healthy cooperative sector and in
consultation with the stakeholders formulate vision, strategies and action plans
for promoting healthy cooperatives system in the country
Nepal Rastra Bank to delegate
supervisory authority and provide funds to SKBBL to supervise and take
corrective measures for improving performance of SFACLs
The organizing
committee announces that Sana Kisan Summit will conduct in every five year and
SKBBL and NACCFL monitors the progress on the implementation of the Summit declaration.
